Visionary Consulting Partners, LLC received a prime contract award as a result of the SeaPort Enhanced (SeaPort e) Rolling Admissions Solicitation N000178-14-R-4000.  SeaPort e is the Navy's electronic platform for acquiring support services in twenty-two (22) functional areas including Engineering, Financial Management and Program Management.  The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC and NAVSUP), the Office of Naval Research, Military Sealift Command and the United States Marine Corps compete their service requirements amongst 2400+ SeaPort e IDIQ multiple award contract holders--Visionary now being one of them with contract:N00178-15-D-8486.  The SeaPort e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members.  All task orders are competitively solicited, awarded and managed using the SeaPort e platform.  Since nearly 85% of the contract–holders are small businesses, the SeaPort e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth.

Eleanor Thornton (Program Manager) (SeaPort e Function Area 3.18 - Training Support)

Ms. Eleanor Thornton has more than 30 years of healthcare experience in clinical, administrative, and programmatic areas. Through her exceptional leadership and strategic training skills, she provides oversight and fiscal management for the operations and management of a health care consultancy firm, specializing in the delivery and development of programmatic solutions for disease management and health information technology. She has been responsible for the creation of, strategic planning for, and management of community-based healthcare clinics and programs that focused on acute and chronic disease management, as well as addressing health disparities. Ms. Thornton is experienced in building partnerships, including those among physicians, community and healthcare organizations, veteran service organizations, as well as developing and overseeing advocacy and community outreach programs.

Michael D. Thornton Sr. (Program Manager) (SeaPort e Function Area 3.20 - Program Support & SeaPort e Function Area 3.21 - Functional and Administrative Support)

Michael D.Thornton, Sr.’s career is comprised of more than 33 years of experience as an information technologist, health services administrator and program management subject matter expert, specializing in medical informatics for the worldwide integrated healthcare delivery system referred to as the Military Health System (MHS). He is highly experienced and successful in a wide range of information technology activities, including applications development, systems and network integration, telephony and network communications architectures, from both the systems development life cycle (SDLC) and Department of Defense (DoD) 5000 series for acquisition management methodologies.  Equally well-versed in innovation diffusion, marketing customer support, and personnel management, often key elements for successful information technology development and deployment initiatives. A proven leader and problem solver with superb analytical, organizational dynamics, strategic/tactical planning and program management skills.

From April of 2009 to the present (3 years past experience), as Chief Operating Officer, he is responsible for the daily management and operations of a growing consultancy practice. Duties include execution of business development, human capital and resources management, business operations compliance oversight and ad hoc management and operational support tasks to promote an effective, efficient and successful business. When serving in the principal consultant role, responsible for all consulting support for information technology and project management related contracted work, applying skills and experience as a certified senior health care informaticist, certified project manager and former information technology executive of the DoD, to meet the mission needs and objectives of our clients. Current consultancies include the Department of Veterans Affairs, Department of Defense and affiliates of the Healthcare Information Management and System Society.

James A. Jackson (Program Manager) (SeaPort e N000178-15-D-8486 Indefinite Delivery, Indefinite Quantity)  

Mr. Jackson is an accomplished Manager with more than 27 years organizational management, leadership, strategic planning, program execution, and field operations experience.  James has successfully directed state-wide to international projects, committees and organizations with budgets to $40 Million. 

He is a decisive leader with a strong track-record of identifying key issues and developing comprehensive short and long-term strategic solutions for the private, public and government sectors. James is adept at developing policies and procedures while revitalizing, mediating, negotiating and building strong relationships and alliance.  He is an excellent public speaker and communicator. 

Mr. Jackson has also successfully completed a military career as an accomplished Senior Non-Commissioned Officer with more than 20 years of experience.  James has held significant leadership roles in his career including a Defense Intelligence Agency (DIA) position within the Office of Operations and as a Non-Commissioned Officer in Charge of the Clarendon Situation Room at DIA. 

Mr. Jackson has provided comprehensive operations and intelligence support to senior-level officials and has been responsible for the health, welfare, and training of thousands of soldiers.  In addition, he has managed significant federal budget assets in the Operations and Intelligence arena.  James brings a wealth of experience across the operations and intelligence disciplines, to including Human Intelligence (HUMINT).   Mr. Jackson is a retired Army Sergeant First Class. 

Mr. Jackson serves as an Independent Consultant for VCP.  He founded JSS Consults, LLC (JSS) a strategic partner in 2007 after successful campaigns in corporate America.  JSS currently provides customer satisfaction to the Department of Defense, Office of the Secretary of Defense, Defense Privacy, Civil Liberties and Transparency Division.  JSS is recognized as Service Disabled Veteran Owned Small Business.

Mr. Jackson received his Associate Project Management Certificate Program from Management Concepts, a charter member of the Project Management Institute.  He holds a Bachelors of Science in Business Management from The University of Phoenix.

QUALITY ASSURANCE PROGRAM

Our quality system, based on the Project Management Institute’s (PMI), International Organization for Standardization’s (ISO) and Capability Maturity Model Integration (CMMI) standards, provides the necessary procedures to ensure that deliverables are subject to appropriate review and approval for release.  We will apply a graded system of quality control and will follow our quality guidelines while accounting for special client requirements, schedule considerations, and other factors that may affect risk and priority.  Each of our deliverables is reviewed by qualified personnel who were not involved as primary authors to ensure rigorous, yet appropriate, measures that may include a technical review, an editorial review, and a management review and approval for release.
